Larger organizations have solutions like iPass for this. However they are not cheap and often even charge you for their software. Skype is free and you just pay for what you use.

Simply select any available public access WiFi network (the stronger the signal the better). Skype will automatically pop-up a message if you can connect to this network using your Skype Credit balance.

You’ll need our latest beta version of Skype for Mac OS X to use Skype Access. It’s currently only available for people with a Mac – but we’re working on a solution for PC too.
